My parents gave me an old iPad 2 that has iOS 4.3 on it. is there any upgrade version path to follow so I can put some apps on it?

You'll have to put 9.2.whatever on it. Just a direct path from 4.3. You can't install an earlier version of iOS, and you can't go back once you've updated.
I spent some time with my mom's ipad 2 running 9.2.1 while I was replacing the screen. At first, it took somewhere around 10 minutes to boot. Once it booted, it was unbelievably laggy. Unusable. After I did a complete wipe/reset, the performance was better. Not great, but usable, like I imagine a $50 Kindle Fire might run. But I think my mom broke it on purpose because of how horribly it was running prior to the reset. She got an iPad Air 2, and my dad is taking the iPad 2 to use at the hunting camp.
