When backing up my important files to an external HD (7200 rpm), I have to put Windows in Safe Mode. When in Safe Mode I get transfer speeds of about 20MB/s. When running Windows normally , I get 100 kB/s. Anyone else ever experienced this?

Safe mode starts with limited processes. Obviously, you have something decimating your i/o usage when running Windows normally. You ought to sort that out.

20MB/s is really slow in and of itself.

I can back up all my files in 20 mins at 20 MB/s. I know it should go faster, but I'll take it.

You haven't provided any real information regarding your setup. Sata1 maxes out at 187.5 MB/s and really any mechanical hard disk sold within the past 5 years should get you over 100MB/s. Even USB 2.0 maxes out at 60 MB/s. Sounds like you may have serious issues.
