hard dive or weak processor?

I have a HP system and the thing has been giving me issues: web page freezes, can't perform windows 10 update (maybe a service pack issue), certain web page need certifications.

specs
processor is AMD Athlon x4 645 3.10 ghz
Ram 6 gb - 5.75 usable
Hard Drive 1.19 TB free of 1.35 TB

I run CCleaner, anti-malware, windows updates often, and have down loaded ifixit from websites

I have a local guy in the Gonzales area that is kind enough to look at my cpu a few times, but I'm thinking that cpu's are fairly inexpensive and that after a few trips I can just buy a new unit.

Suggestions? I used a company near cortana mall
for another unit years ago should I bring it to them. Is there anything I can DIY?

The x4 645 is a low-end CPU by today's standards, but it shouldn't be hindering basic browsing performance or preventing updates; it's not even as bad as the mobile pentiums and celerons in cheap laptops. I can probably help if you give me more information. For example, which particular web pages are freezing? Which ones need certifications and what exactly does it tell you? What's the specific error message you're getting when you try to update Windows?

What tools/tasks do you run in CCleaner?

What's this? Need to know what you downloaded and from where.

Run task manager (ctrl+shift+esc) and click the performance tab. It'll tell you how much RAM is being used and committed, as well as CPU usage. Take a screenshot of it, preferably when you experience a lockup in the browser.

I'm guessing the issues have more to do with what's running (or not running) in your OS rather than hardware weaknesses, but the more specifics you can give me, the more help I can provide.

to answer your questions.

webpages freezing - tigerdroppings for example
webpages that need certificates - Microsoft and dollar shave club the message is that "this connection is encrypted". I have checked dates on both webpage certificates as well as cpu clock and they both ck out ok.
windows 10 - it will not "allow" me to reserve free upgrade, I'm running windows 7.

when I try to run disc defrag or just to analyze disc it runs for a few minutes and just stops.

ccleaner tasks - I just run the standard scans

i'll send you a screen shot of the task manager.

Open Event Viewer and look for NTFS and disk errors under Windows Logs/System.
