Google Chrome: Blue Cursor

Can someone please explain how to turn this off?
My mouse cursor when I am in Chrome is now a tiny dot with a large blue highlight around it.
I've tried googling solutions, but everything I've read doesn't help and I cannot find anything in my Chrome settings to turn this off.
ETA: I have not recently installed any extensions or apps.
This just started occurring about 15 minutes ago.
