Excel Help - making a date not a raw number

So I'm trying run some XML conversations using a schema. When I try to export, everything comes out except the column where I have the date I need keeps getting input to the XML file as a raw number. Example, 5/11/16 comes out as 42508.
How can I convert a column full of dates to where the cell data is actually " '5/11/16" ? I find that when I put the apostrophe in there it turns it into "text" which is the date itself.
TL;DR, How can I combine two columns of data that have a date and an apostrophe to convert the date into "text" to use in an xml conversion?

Try =TEXT(A32,"m/d/yyyy")

Why not just change the formatting of the column?
