I'm running dual widescreen monitors, that as far as I can tell have the same settings. For some reason on certain websites one monitor completely fills the screen while the other centers the content with blank spaces on either side.

I can't really find the correct wording to get an answer so hopefully someone can help me out. First picture is of the default monitor that centers the content and the second picture is the secondary monitor.

That's dependent on the websites and their responsiveness, nothing to do with your monitors. You just have a higher resolution on one of the monitors.

They're both 1920 x 1080

That's weird. Same size monitors?

I was thinking the same thing.

Is there any way a browser will open at different magnifications on different monitors based on some type of program default?

OP: is this just happening with your browser or other programs as well?

Hold Ctrl key on your keyboard and make sure mouse is in screen that is not fitting as desired, user scroll wheel on mouse to increase/decrease size.

They're the same size. Chrome is the only program I've noticed it with and It's only on certain websites, Youtube being the most noticeable, TD is the same on both monitors.

It does it immediately too, if I pull something over to the other monitor it switches as soon as the window maximizes. Here's another example:

I use Chrome too. Try the Ctrl track wheel.

I think we would see the magnifying glass in his url bar if it were anything other than 100%

It probably has to do with the lack of a taskbar on your second monitor, making some sites switch to a different responsiveness level.

I know about zooming, that's not really the solution I'm looking for though.

Funny thing is, on Youtube when I go to 90% the video actually gets bigger.

That tells me that Youtube has a layout change somewhere between 90% and 100% of your maximized screen size (or maybe between 100% and 110%, since a lower zoom factor simulates a larger screen). Anyway, I'd bet my paycheck that it's the lack of a taskbar causing it. Make your taskbar extend to the second monitor to verify.

That did it, at least with Youtube, which is unfortunate because I preferred the pages without the taskbar.

Didn't even notice the toolbar missing. Responsive sites have breakpoints for each layout. The taskbar must put the browser window size at a different breakpoint.
