Cox Lag while streaming Watch ESPN

I use Chromecast to stream the game.
It seems like it lags EVERY DAMN TIME a play happens.
My internet speed is 11mb (as per the speed test at speedtest.net)
Any suggestions to speed this up?

My ISP is Comcast. Very high speed. I have a 20 second lag time over the tv broadcast.

It does the same on my fire stick. Every play lags, but I turned on my Xbox 360 and it streams perfect through that.
