Can anyone shed some light on intel's "turbo boost technology?"

Im looking to buy a new computer and when looking at the specs, i see a computer has 2.2 ghz of processing speed with 2.7 ghz turbo boost. What is turbo boost and is it safe for a computer? Could it run a program that requires 2.4 ghz of processing speed? Thanks

Pentium 4, Intel's old processors that are a few generations old now. Basically anything on the market today is leaps and bounds faster than a P4, regardless of the ghz.
