Aside from these two, are there any other devices (different brands) that allow you to "stream" movies, music and/or pictures from your main, i.e. home computer to TV?

Western Digital TV is an option. They have a few different models.

Obviously lesser known in the streaming arena, this appears to be what I am looking for. What are the "downsides" to this?

It's not very popular so I don't know how long they'll support it would be the only downside I can think of
I've read the newest model has a limited app selection. I have the 2013 model and it had a pretty good selection. Not sure what happened.

Why does this appeal to you? What's the use case here?

I'm looking at moving away from the Apple platform (desktop, Apple TV, etc.), however I have plenty of movies saved on my computer.
Just had a thought ... can Apple TV being used in a Windows 10 environment? In other words, sell the Apple desktop computer but still keep Apple TV, hooked to a Windows based computer.

Absolutely Will. I don't have a functioning laptop in my house and we have two iPhone 6's, an iPad 2, an iPad Mini 2 and an Apple TV. I can access my iTunes library from the Apple TV. Including the movies and other media I've purchased.
You just need your iTunes account info, the Apple TV, and an Internet connection. Along with the power cord LOL.

will..
fyi chromecast will let you 'mirror' your phone screen.
this can be loads of fun if you have a big screen tv in your bedroom and you turn the phone camera on

Apple can do this on top of the air-play feature as well.

Don't have any personal experience with it, but the Nexus player can be had pretty cheap these days.

Probably more than you want to deal with, but you can do this with Plex and just about any device that you can put Plex on (which means anything you can put Kodi on, from a Rasberry Pi to a dedicated HTPC).
