Anyone have connections to google to get an idea passed up the line?

After the flooding in Louisiana, we learned that there are citizens that want to help when first respondeds were overwhelmed. The problem came when the flow of information was not available to make the most use of the resources at hand.
We didn't know what areas had been searched, who needed pickup/ rescue and who had been picked up. It was just not as efficient as it could have been. It would have also been nice to mark other rescuers in the area.
We needed the ability to see in real time a map of what was transpiring and where help was needed.
A google map, perhaps a hybrid of google maps and waze would give the ability to show rescuers, mark homes and areas that had been searched and cleared, mark people that needed rescue and show locations of people picked up and locations of people that had stayed at their home and did not want pickup.
We needed to know launching points, people collection points, so they could be moved to shelters, etc.
Something like this would have worked great for the for the floods here but would work for any type of large scale rescue attempt where the local responders are overwhelmed, such as earthquakes, hurricanes, tornadoes, etc.

I remember seeing something on the news about a google map where you could mark that you needed help, then update your status after someone came and got you.

I haven't found a way to pass my idea along to them.
