All 15 amp breakers halfway tripped after power outage - why?

Had a power outage in the neighborhood today, and at my house and the neighbor on either side, we had to turn all of our 15A breakers off and back on to get power to those circuits. All the higher amperage breakers were fine. They didn't actually show as tripped, but were just a bit...mushy when I went to turn them off.

Anyone know what would cause this behavior? I'm just curious as to why it happened, not trying to fix anything.

First, stupid question. You know a tripped breaker stops in the middle and doesn't go all the way to the off position, right?

Second, does everything seem to work fine now? Any buzzing or heat? Odds are everything is fine. Sounds to me that the incoming voltage dropped when the power went out, which caused amperage to rise and trip the breakers. Some breakers don't necessarily look tripped when they trip.

Yeah, they weren't in the normal tripped position. They were all the way to closed, but weren't seated if that makes sense...had play in them where nothing was moving until I moved them all the way off to back on.

Most of them would have had zero load on them during any voltage drop, but the other (higher amperage) breakers probably would have had load.

Weird stuff.
