No, dude. You can get top tier boots at Ross for like $30 at times. They're usually an old model from a couple years ago and many times they're factory seconds, but you can find top tier models there if you're lucky. I know boots.
Some I have bought/seen:
Puma v1.11 SL. Retailed for around $250, bought at Ross for $30. These had to have been factory seconds because the sole plate sheared off within 3 uses.
Nike Tiempo Legend III. Didn't buy them because they weren't my size, but they were the Legend, not a takedown model.
Nike Tiempo Legend IV. Same deal.
Adidas Adipure II SG. Again, too big but the real deal.
Umbro GT Pro. My size but didn't buy them.
These were all $30. (and probably factory seconds).

Those in the link were an 8.5 - 1 size too small for me, so I brought them back.
On the same day, I bought a pair of these:
For either $19.99 or $29.99. Can't remember.
But I know I almost shite my pants when I saw them.

I don't play soccer....never have. But would it be frowned upon if I bought a pair of boots to wear while watching matches in my living room?

No, you'll be fine as long as you:
1. Don't tell anyone and
2. Do it right. Buy a nice pair of cleats, a full uniform, and the smallest legally allowed shin guards you can find.

I don't believe there are any minimum requirements except for high school and youth club level play. There weren't any back when I played high school/club and good thing because mine would not have passed. They have to wear NOCSAE rated guards now and they have to be within a certain size in relation to the player's height. Now I still wear the smallest I can find and it's fine in my league as long as you have something on.

There "are" requirements in HS, but I always wore my cut in half guards with no problems

Yeah, I didn't know. I just assumed that the war against whatever shin guard requirements there were continued
