What happened to Portsmouth

A few years ago they were in champions league and now I see they're league 2.

I remember Portsmouth was in the FA Cup final in the first English year of soccer I ever watched. I think they lost to Chelsea. I assumed they were a big time club

Damn, 13th in League 2. One of the teams I enjoyed watching in the early 2000s. I'd love to see Pompey rise again.
