or you are just missing the point that the United youth team has always produced 1st team players that make an impact at United or somewhere else while City and Chelsea not so much.

No, but let's be honest, most of the top teams in the world (Barça is an obvious exception) have more non-academy grads on their senior team than academy grads.
United has a successful academy and shoots out more youth players than City or Chelsea, but the stars are largely bought. It's just how it is in big money football.
City and Chelsea have enough cash that they could just buy other team's youngsters and players and make it work.
But City has really pumped the cash in the youth system recently. They can do it all with that money.
