They built like 4 new stadiums and renovated the old ones. Problem is these countries build all these new stadiums, spend a shite ton of money for these events and when they pass the places end up looking like ghost towns. A perfect example is Athens 2004 and South Africa 2010

Olympics are worse since you need so many different sporting venues. Obviously greece doesn't play much soft ball, field hockey, or care much about swimming. At least brazil loves soccer

Yeah.
Although it is kinda changing now. For example, in London, they had mostly temporary venues.
In Brazil for the WC, the stadiums in Natal, Sao Paulo, and Cuiaba will have the capacity reduced after the WC. Natal and Cuiaba both will have ~42k seats for the WC, but they will be reduced because neither city has teams that need 42k (hell just about none of the Brazilian teams do at the moment) and the Sao Paulo will have ~68k which will be reduced to somewhere in the 40k range. The only large stadiums that won't have a tenant that is a popular team is Brasilia and Fortaleza, but the Fortaleza stadium is an historic one. The other large stadiums were renovated and are the stadiums of popular teams (Rio, Belo Horizonte, Porto Alegre, Salvador), although I don't think any of the major teams in Rio play at the Maracana, but that may change after the WC. But the Brazilian leagues have very low attendance this season so hopefully the new stadiums can get more people to go, after the WC.
And for the Rio Olympics, I believe all the venues are either already constructed or will be temporary.
