Ok I need some soccer board's help. To me the best part of the situation is the guy not on the pile after the goal but the guy doing the double fist pump standing up deal. Greatest celebration ever. Who is that?

I'm assuming you are talking about the dude in full sweats with the purple FIFA bib. (Subs wore yellow bibs)
Pretty sure it is this guy, Pierre Barrieu
He was the head fitness trainer for the 2002, 2006 and 2010 World Cups.
