It's exactly the same, just at the state level. Louisiana does the same thing with film and solar tax credits as well as new industrial developments. The income tax and corporate tax here is fairly high as are the industrial property taxes. So, businesses come and have to bribe local and state officials to get concessions in order to make their projects economical and get the proper permits. This adversarial system has caused many companies to refuse to jump through the hoops and open in Texas or Alabama instead.

If we were to reform the taxes for everyone, then none of these businesses would be leaving. They would he coming in droves. If you have to pay businesses to employ people, the state will never get its money back, and firms will take advantage of governments to get a handout.

Right. It isn't either or. Indiana can act now to retain Carrier and then we can improve the climate so that we don't lose anyone else. Now that our government is actually interested in creating jobs rather than remaking the country socially, I imagine we can start doing macro things that will help.

That is a reasonable approach and a pragmatic one, but it sets a dangerous precedent if followed to its logical conclusion that governments subsidizing industry is a good thing. If done only in this instance and only for this reason, it may not be bad, but what's to stop other existing businesses from doing what Carrier did? What's to stop other companies from threatening to move out of the country in order to convince state governments to sweeten the pot to keep them from leaving?

Nothing. That's exactly what has been happening over the last 20 years.
