Why not a standalone bill for Medicaid block grants?

The way I see it the AHCA was trying to do two things at once. The first thing was trying to unfrick the insurance markets, and I think it's clear by now that isn't going to be possible without 60 Senate seats or cooperation with the Dems (writing it to fit it through reconciliation only makes things worse).

The second thing was to try and dent the long-term costs of Medicaid by block granting it to the states. Now as far as I know this part was popular with Republicans all over the spectrum, and it's definitely something that can be punched through with reconciliation.

So why wouldn't Ryan at least go for half a loaf here with one of his pet policies? Wonks pls a splain

I'm cynical on Ryan I'll admit, but he's more interested in cutting the taxes on ACA than anything.

I'm pretty sure it would save enough money that you could pair it with SOME tax cuts. Probably not as many as he wanted, but still.

Maybe. I'm pretty skeptical on block granting Medicaid. In theory it's a good idea, and does give some empowerment to the states to innovate new ways to administer the program. Giving that much power to some of these batshit crazy state legislatures is worrisome though.

It's an idea that makes alot of sense. But, as was played out for all to see, republican factions make consensus on anything nearly impossible.

The conservative faction wanted full repeal. They viewed watered down version as worse than letting obamacare fail. Moderates would never agree to full repeal.

A party that's essentially unable to govern won't be able to agree on block grants either. Gridlock will continue.
