Why did Trump Opt to not make a free college plan?

I know from early campaign videos he plans to bring companies back and hopes it will bring back jobs.
He also referenced the college debt, but I'm not sure if his plan on taxing universities with large endowments is secure. It seems like it could backfire.
I remember that Simpsons episode where they predicted that if Trump won, his greatest mistake would be 'investing in this nation's children'. I hope they are wrong.

College should not be free. Nothing is free, someone is paying for it.

Because nothing is free. For the government to give out anything for "free" they have to use tax money to pay for that "free" service. Trump wants to lower taxes, not raise them. Lower taxes and giving away more free stuff doesn't go together.

People need financial skin in the game. If it's free then it doesn't get taken seriously (for a lot of people, not those that worked hard for scholarships).

Because its economically unfeasible. And making it government guaranteed would remove whatever sliver of accountability for managing cost by colleges there is left even more so than student loans have done.
Something has got to be done about the entire concept of the college/student loan/job system. Its a bigger threat than the housing bubble, IMO, and is one of the leading issues with deflating wages for young people. (Want a job? Go to college. Want to pay for it? Take out loans. Need to make college affordable? What for, loans are federally guaranteed. Now you make entry level salary while paying a couple hundred bucks/month in loan payments. College wins because they get money no matter what. Companies win because they get cheap labor and training they don't have to pay anything for. You.... get a job.)
And College is not supposed to be 13th-16th grade.

If colleges have enough money to create "safe zones" and pay for immersion therapy, they obviously can absorb a few cuts.

Having a college degree supposedly makes you more employable and greatly increases one's potential lifetime earning power. So why should the people who choose not to go to college subsidize that personal investment of others?
If you make college free, don't you encourage more people to invest wrongly in their education by taking "junk majors?" If one has skin in the game they choose more properly when picking their topic of study.
Shouldn't the cost of college be declining, not rising due to the decreased frictions in the dissemination of knowledge via the internet? Why should the general public subsidize a failing, broken economic model while stifling much needed reforms, especially on the bloated administrative side?
All in all it is a dumb idea.

Why should it be free? Look at Tops. Too many people take a "free" year and waste it!! The world needs plumbers, pipe fitters and such.
