The concept of terror is to use a relatively isolated event to affect an entire population. The only way to do that is to use news networks as a tool. No news = no reward for terror.

What is your solution? Genocide? Forced relocation. The Algerian French example shows that these people aren't wanted in their original countries and aren't wanted in France. It will be incredibly costly, and will create massive problems in the interim, and almost ensure that Islamism will survive long term.

If you don't think there will be any negative consequences, you can do what you want without any sort of underlying "rightness" or "wrongness" holding you back, since such concepts ultimately reside in your own brain.
Aside from political genocide perpetuated under an atheistic worldview, you can see the results with those who feel suicidal and angry (or just want to be remembered) and want to take out as many people as they can before they go. You can justify just as much violence (if not more so) as an atheist as you can following a particular religion.

Simply put, they can add something to the economy and society. And they currently are. You can decide if the value is worth the risk of a few Islamist getting in.
