What defines low income?

What's to stop these low income people from quitting any productive activities and just live off of the $38,400 I am giving them?

I am not "low income" but I could sure as frick use an extra 38 grand a year.

But how would your life have been different? I understand why you say this, but you need to see the bigger picture of how your life would be different at different life phases. Because of the fiscal, economic, and regulatory policies of Bush and Obama, college graduates owe a shitload of money, have greater difficulty getting a job / starting a career, and buying a home. It starts with the leadership at the top. The fish rots from the head.

Wasn't married 15 years ago, but if I was I would be able to save more of my expendable income. It would allow me to do more recreational things. I go fishing 1/4 of the amount that I used to because of high gas prices and lack of financial security. In addition to the absolute cost of funding this stipend, a guaranteed income approaching $40,000 would send prices on most basic goods through the roof.

But yeah, I couldn't live off that in DC either.
