Pushing your grandmother off a cliff, of course. Putting all black people back in chains should reduce the costs significantly, too. Indians, and all all brown skinned people are going to be in the "pre-existing race" group and have to pay into the plan for four years in order to qualify for benefits. The Jooooos are going to be given preferred status and anyone of Palestinian, Iranian, Jordanian or Egyptian descent will have to join the 'Adopt a Jew' program and pay for the health benefits of a Jewish family because, like Obama was often want to say, "It's just basic fairness."

I would imagine creating a means of additional competition and eliminating the mandate and the subsequent fine/tax are at the forefront of the plan.
