What is the best strategy to deal with North Korea?

North Korea fails and they get a wave of refugees that have been cut off from the world for 50 years.
China wants to make sure they don't spark a war right next door but doesn't really want to deal with the blowback if that regime failing. So the status quo will simply remain as long as possible.

It's going to fall from within. Because of the advent of the internet, computers, smartphones, and memory USB sticks, and the fact that electronics are being smuggled in from China, it's impossible for the government to control the info that people receive, and more and more people there are beginning to understand how the outside world works. And they are realizing that they are being lied to. When enough people in the military turn on the elite party cadres at the same time, it's over.
