What is going on with all the leaks in D.C?

Can't link from the BBC App but this quote came from an article about the Brits rounding up suspects in the Manchester bombing network:
So when are our Beltway bureaucrats going to realize the biggest issue facing the US States may very well be the sieve that D.C. has become when dealing with classified materials? This shite was not tolerated back when I seems like a relatively new issue. We have people throwing temper tantrums about divulging information that was already in the public domain but saying nothing about releasing classified pictures on a fast moving on-going investigation.
