What are House Repubs going to run on in 2018 without repeal/replace?

Removal of administrative burdens, better economy, new rational judges, smaller bureaucracy, the dysfunctional media, fewer dysfunctional illegal aliens, ending the war on police, ....

Is there a rule that they can't work on an improved healthcare bill and try again? Does pulling this bill preclude presenting a revised bill?

There is no rule, but the thing is, most congressional Republicans don't want to repeal Obamacare, they don't want to try again

This bill was just a way for them to say they tried.

Not passing Obamacare lite? There is a lot of time to return to it before then. If fact, if a good repeal plan was written up just before then, it would be a great thing to run on.

House Repubs are proving that they are only obstructionists and cannot govern.

Tax reform going to have problems too with BAT or whatever else if some in the party don't get 100% what they want.

Anything not passed by 4/18 will likely not affect insurance next year.
