because most voters do not pay attention and the advantages of incumbency are huge

there is a difference between running and losing and holding a seat forever and not lose. Maybe the threat of having a limited amount of terms will bring about some positive change.

Your opening statement is not true.

Two states did it.


Supreme court then ruled that states can't change constitution.

Needs 2/3rds of states or congress.
