Frankly, I've seen the last name before, although I don't recall the nationality of the individual. As for the first name......

It's the name of a prominent family in Liberia. I assume some of these guys' relations immigrated to the US from there.

Hey, if he was in Baltimore they'd call it a 'lifestyle arrest' and not even bother with him at all. (see my other thread on Baltimore Police)
