It's a phrase that means: He fits the part so well it looks like he was put in the role my the casting department of a movie.
Basically it means he looks like what you think a coal miner advocate from Virginia would look like: Cammo hat, cammo shirt, fat, sloppy, talks like a hillbilly.

Hey. I started out mopping floors just like you guys. But now...I'm washing lettuce. Soon I'll be on fries; then the grill. In a year or two I'll make assistant manager, and that's when the big bucks start rolling in.

I was a line Cook (3rd shift) at the awful waffle during college. It was a good gig and I made faarrrrrr less than $15, if I recall I started at around $5.50 and worked up to $8.50ish.
Fed me most of my meals other than ramen noodles and got me started.
Fuq this guy if he's to good to do it and Fuq you if you think he deserves a mandated pay raise.
