Hardly.
We have a second cop whose testimony matches these two guys conversation exactly.
Black neighborhoods are notorious for not giving out information to cops about suspects, to their own neighborhoods detriment, and also lying to cops.
The forensics will show 100 percent if the bullets hit the back or tje chest DUH. The will also show the angle that the bullets entered. So the little thug who lied and said the big thug was on his knees with his hands up eill be proved wrong. Now vould one bullet have struck the big thug as he got close to the cop and went to his knees? Maybe, but the closer the big thug got the more dangerous the situation becomes for a cop.
Big thug was probably on drugs or drunk, which I am sure will come out, if not he is just a stupid dummy.

Untrue - Chief already said he wouldn't be charged. I am surprised he wasn't an accessory however.
