If a student (SINGULAR) cannot complete their course work with correct basic grammar, then he or she or one (PLURAL) doesn't belong in college.

Wrong.
The singular they goes back to the 16th century and is generally accepted as a means of avoiding gender-specific pronouns. The Washington Post officially recognizes it as acceptable in its style guide. The Oxford Dictionary includes the third person plural usage as a definition of "they". The Oxford Dictionary also employs that usage in example sentences.

Actually that's wrong too (see my bold). It should be:
If a student cannot complete his coursework.
Or, if you're being PC:
If a student cannot complete her coursework.
English has no singular gender neutral pronoun. "He" was used as this for centuries but the PC crowd is trying to do away with that.

This is one person at the University. Also you stated that the University will not penalize bad grammar. That is not true. He's just trying to start some movement there . With that being said he's obviously some freaking idiot
