Only ANTIFA and BLM are allowed to do this the name of "anti-racism" while LEOs, who've been told to stand down, look the other way and twiddle their thumbs. Problem with experimenting is that being aware you are in an experiment contaminates the results.
If people realize that this is to explore how population controls will work long term, everyone will start going for the testers.
