If the law says a mail ballot must have for example:
A security envelope
A signature verified
A witness signature
An address
A valid date
Any other characteristic as defined by the law.
If something is lacking, it's trash and not counted to protect the integrity of every vote.

Squatters can have some legal protections in New York in as little as 30 days.
Some places will throw squatters out in about 15 minutes.
