I retired from FedGov a year ago. Literally every agency has been taken over by radical progressives. It started under Clinton in the 90's. Bush did nothing to reverse the trend and he actually helped in some cases. Obama put it into overdrive.
I don't see any way it gets reversed unless Trump literally fires all of them. That's a monumental task.
Remember when Bush fired a few US Attorneys and all hell broke loose. That stopped him from trying to drain his swamp. They will go apeshit when Trump does it.

While this does not address your concern with the government, it does reflect poorly on the people in day-to-day government jobs: My son works in a business that deals with government health/drug agencies on a regular basis. His complaint is that no one in these agencies will ever make a decision in a meeting - always passing the buck and asking someone else for their opinion.

Make it far less lucrative/comfortable to be a federal employee, which needs to happen regardless of Trump.
Some agencies will still be able to attract bright people regardless (DOJ, intelligence agencies, SEC, parts of treasury). The agencies hardest hit...well, they need to be.

It's an entire subculture in DC and factoring in the lobbyists makes it worse.
