Pretty sure that they can't if the president places them there. I'm not very big into allowing refugees in mass to enter our country no matter what religion, race, color, sex, or any other classification they may be. But legal immigration should be open to any and all that meet the vetting requirements.

It's not that our constitution applies to anyone else in the world. It's that it established a religious test, which is unconstitutional in any form by the government. Doesn't matter who the test applies too. The big picture (and why it is impermissible) is that the government is favoring one religion, or in constitutional terms "endorsing a religion," which is a violation of the 1A.
Put another way, no jurisdiction or government in the USA can establish a religious test, no matter who or what it is applied to.

Nobody thought people would vote for a woman who openly called a race of people "super predators that need to be brought to heel", increased mass incarceration, & mocked a culture saying the #1 thing she can't go w/out is "hot sauce in her purse"......
.... but the "elites" & the ones she mocked voted in droves for her like she was the next messiah

Again, they don't (unless they are in the jurisdiction of the US, and then they do the same as illegal immigrants from Mexico are guaranteed due process; this is settled law and beyond dispute).
The Constitution says that the government can't endorse a religion, which means that the government cannot favor one religion over another or create a religious test. It has absolutely nothing to do with who the test is being applied to. It's our government saying Christians are better than Muslims, which is exactly why the establishment clause is in place. It's a limit on the federal government, not a personal right.
It does not say the government may not establish/endorse a religion regarding citizens, but all bets are off with immigrants. It says SHALL NOT, which is under any circumstances.

That's the establishment clause quoted from the 1A. It's all about the government establishing something, not who it is applied to.
