While this is true, and results in higher rates, which the pwr companies love, it's not necessarily required.
Most of that power is pumped in to ensure that the grid doesn't fail if a major power plant needs to go offline. It's more of a redundancy requirement.
While CA might not be fully self-sufficient, evidence suggests that it could easily get there.
The article I linked speaks to our insane energy prices, compared to generation. The pwr companies have already successfully lobbied the state legislature to remove NetMetering for new solar customers. I.e., production levels are to high to justify their rates.
