more substantive than I thought. I just figured he would say unless NH cleans up its act, it will see fire and fury.

I guess it's similar to Joe Biden spearheading the war on cancer, although some logistical details were provided, and obviously Biden has a close personal connection to that cause.

In other words, this is typical political speak. Tell people that they want to hear, and not much more than that.
