If you eliminated the Department of "Education" you would make a good start. All it does is move money around from one pocket to another.
The Department of "Energy" could be another good one. Anything DoD related could return to DoD, and they could take over nuclear and Strategic Petroleum Reserve functions. The rest I doubt are really needed.
