The policy for the climate agreement prohibits renegotiation.

Trump either stays in and go back on his word...or realizes Russia and China will take lead on global policy and the USA won't have a seat at the table.

It's called negotiating leverage. Trump created some where he had none. Smart people use leverage to get what they want. It is why the GOP needed to repeal Obamacare. That leverage would have had the Dems attention at the table.
