Can you pay off an underaged offense? Isn't that a criminal offense that you can't pay off? I mean to the victim, of course you can pay off the system...

If he paid off the victim, it means they won't cooperate with the cops and makes their case harder to pursue.
Doesn't make it impossible to do but the bar would be pretty high because you have to have evidence to replace that testimony.
If for whatever reason they have physical evidence of contact between the two (think Lewinsky's blue dress with Bill's baby batter), then that could be used to press charges in the case of statutory rape.
