That sounds like a concrete plan to me. Was it an elaborate plan? No.

Just because it wasn't sophisticated and written down step by step and was executed exactly as set forth doesn't mean it wasn't a plan. Does his plan have to go exactly as he desires? He targeted Republicans and was clearly scouting out the best means to get them through various methods like the Republican Convention, the GOP baseball practice, other Republican events, etc.

Which is a reasonable conclusion, but the FBI has to work off more concrete evidence

Based on the evidence the prep was clearly targeting Republicans. And to conclude: “painted a picture of a down-on-his-luck man with few future prospects.” is insane.

Like what, a smoking gun in someone's hand? The FBI shite in their own hand concerning evidence when I listened to Comey for twelve minutes making a concrete case against Clinton only to exonerate her with his last minute WTF moment.
