Regarding a NTGOP'er commissioning the OpResearch, that in my mind is less important than who actually shopped it to the media. As best I understand it, it was not shopped/circulated at all during the GOP nomination process. Shopping it to outlets only occurred in run up to the general election. Draw your own conclusions, but it seems evident Hillary's folks are culpable there. From the sound of it, I'd guess Bush's Team initially commissioned the thing.
Early on, Team ¡Jeb! did not have Op Research on Trump. ¡Jeb! focused nearly his entire early effort on Rubio. He had a ton of money though, and probably would have hired several investigative firms when he finally realized Trump was a threat. I'd also guess the Billy Bush tape was known to ¡Jeb! He was blown out of the race so quickly, he had no opportunity to drop the bombs. Wouldn't surprise me if the little bitch fed both to Hillary's people.

Why didn't they use the rest of it? Probably because there was nothing else remotely credible to use.
This stuff is opposition research. You find a couple of bad things on an opponent and then you make up a bunch of other things that can relate to it.
This also is why we have the "Obama is Kenyan" crap today. Opposition research.
