But it's not illegal for reporters to publish classified material they have been given . That is protected speech. Ruled on by SCOTUS.
Now maybe Congress should push back on that and make it illegal and challenge the ruling court, but as of this time, there is no such law, so you can't arrest people when they've broken no law.

Well disseminating classified material is a crime so if they do so then they should go to prison.
