FWIW congress has not passed a budget since 2009. We have been funding the federal government by CR since then and the Stimulus has been included every year since.

Trump is the one decided to lead with a high risk healthcare reform instead of simple shite that would have facilitated a better start to his administration. Now nobody is on the same page.
