The Secretary of State's deadline for putting propositions on the December ballot is October 21st. The Registrar of Voters would need the petitions well in advance of that in order to manually verify each and every signature before certifying the petitions and forwarding them on to the Clerk of Court to be put on the ballot.

Go read the article that you linked.. It says the deadline is Oct 21st as set by the SOS. That is a legal deadline not something the registrar who is an appointee says in an interview.
The Registrar said on August 3rd that she needs it(the petition)now. Is that a deadline? Later she says she needs it by the beginning of September. Is that a legal deadline? Of course it isn't.
But keep stirring the pot. There's no way to tell what you may come up with next.

What else am I missing?

The petition is not turned in by the SG organizers directly to the Sec of State. Apparently doubleb can't comprehend that fact.
So the deadline to turn in the petition to the Registrar of Voters was "the beginning of September." My calendar shows "the beginning of September" to be September 1. September does not start at a later date.

Certainly, I wasn't going to make a bet that was ambiguous like the Lamb statement was.
She first said she needed the petition "now" which was August 3rd. Then she said she needed by the beginning of September. Certainly her statements to a reporter do not have the force of law. You should know that.
Eta later in the same article Ms Lamb says she needs a minimum of 4 weeks to review the petition. Four weeks prior to Oct 21st the deadline date is around Sept. 21st. It's obvious no deadline was given and it's all her opinion.
That's why I didn't want to argue about what She said because what she said was not.
My challenge still stands. It's not a bet, you have nothing to lose. Post a legal document proving 91/14 is a legal deadline and the food bank get my check.
It's just that simple.

This doesn't sound like a deadline to me. Reading between the lines, this lady is saying she'd like to have them Aug 3 to make her job less stressful, but that if she really had to she could get them at the beginning of Sept and still get it done.
A deadline to me is something written down in a legally binding document.
Either way, the St George movement will need some positive PR soon or risk losing the momentum gathered when they announced they had the 25% of the signatures.

Even though I live in St. George, I don't really have a dog in the fight. But I signed the petition because the tactics Kip & Co. are employing to keep the issue from even coming to a vote really pissed me off.

Find one post by me where I've said SG voters should not be allowed to vote on incorporation and I'll never post in a SG thread again. You're assuming something that's not true.
I've noticed a pattern where SG residents ignore facts and just make up crap.

I have posted several times I want the vote to happen sooner rather than later. This dragging it out just increases the uncertainty and the division in our community.
You probably interpreted my disgust with the organizers seemingly forever pushing back the petition submittal date as me not wanting a vote to happen.
