He would be foolish to testify. Especially since the only reason Schumer and the gang want him to testify under oath is a ploy to somehow get him to perjure himself.

Go back and listen to the audio. Trump has a certain speech pattern of starting to answer a question, then starting to answer another question and then returning to finishing answering the first question... listen to the audio, first he says 100%, then he starts talking about something else and then you get a random "but not under oath". His answer is 100% but not under oath, but his weird speech pattern is confusing if you don't pay attention.

He gave a press conference and was trying to work in good faith with the reporters. When he realized what they were doing he walked a comment back to clarify. The reporter took the first comment for a headline. He called the reporter out for being shitty before he let him ask the question anyways. He clearly said he would cooperate with Mueller.
All he has to is discredit the dumbass congressional committee and state they are just out to witchunt and mischaracterize him. That would be his reason to not testify and it would be 100% correct.

I always understood it to mean he'd 100% testify under oath to the Special Prosecutor.
