The entire Russian narrative is based on the Crowdstrike assessment that the hacking tools used were known to be used by the Fancy Bear group. The ones used to hack the British NHS are apparently known to be commonly used by the NSA, according to the British Foreign Service. The same slow, dimwitted logic that says the DNC hack could have been only Russia says that only the NSA could have hacked the British Health Service. Of course it's more likely that someone deliberately left NSA fingerprints behind, but that wrecks your Russians lie.
