I distinctly remember him lobbying for the GOP to use the Nuke Option during W's presidency.

He did. And McConnell refused to do it out of "respect" for the institution (and after the "Gang of 14" fricked over a number of W's nominees).
Reid was the one that ACTUALLY did it.

Reid did it and he made it much easier for Republicans to do it. All Reid did was exclude the Supreme Court. Democrats also got rid of having to ACTUALLY stand and talk forever for the filibuster. They are the ones that nutted the filibuster. All Repubs will be doing is finishing it off.
