Sessions probably thinks that it's not good policy to prosecute previous administrations of crimes because it may come around and bite you in the arse.

Comey's testimony would be a good starting point. Just because he did not recommend prosecution does not mean Sessions has to follow that recommendation.

Trump is seriously his own worst enemy sometimes. If he wanted an AG who would go after Hillary why didn't he ask Sessions if he intended to before nominating him?

I could have told you he wouldn't. GOP or Dem those assholes will stick together and hide each other's crimes. it's the real good old boy network. Notice all of them want Trump investigated though.

I mean with Trump supporters. First Sessions is great because he'll prosecute illegals and Clinton and now he's not great because the recusal.

When does policy implementation get affected by the personnel turnover and who do Trump supporters blame for that?

It looks like DJT is clearing house of those he can't trust or use in his government. It may be bad rnc advice or Trump getting more of those that he knows better on board or both.
