And N Korea was not as determined to obtain Nukes until Bush with his "Cowboy Diplomacy" lumped them with Iraq as the "Axis of Evil".
Iraq was invaded in 2003 & the Nuclear test Bagan in 2006 under the Cowboy's watch . Iraq dismantled it's nuclear program & were invaded & N Korea took notice.
