How do you know they haven't? It really doesn't matter because these guys were dead the moment they got captured. Russia don't play that game like the U.S. does.

These shooters would have zero knowledge of who set this up. I believe America participated in this plan. At what level, idk...
But none of the participants would have any idea, the information is compartmentalized.
